This is also why the electrical cables are covered with a layer of rubber (to insulate them). And also why the ladders have rubber shoes, especially when we have to work with electricity. Insulators do not have free electrons and hence do not conduct electricity.
Conductors, on the other hand, have free electrons and thus easily conduct electricity. These are used to complete electrical circuits and allow flow of electricity. That is why copper or aluminum wires are used for electricity supply.
